OK, I finally found the answer:
The remains belong to a 22 year old Winnipeg man, last seen in the York Avenue area on February 6th. Apart from the fact the the Winnipeg RCMP major crimes unit is investigating the case as a possible homicide, police were not willing to reveal any more details.
The already badly decomposed body had been found floating in a barrel in the Lee River on Wednesday when two residents of Fisher’s Grove discovered the barrel and its contents while repairing a dock.
According to the Free Press, rumors have it that the body was badly decomposed and in a barrel floating on the river.
